Not sure, and I think with Harold dead your options become much more limited.

As far as solution with Harold gone, see "Genocide". But maybe there is another way besides just ignoring the quest.
Also if you can still somehow repair the plant with the part without Harold around, if you don't convince the main ghoul in the power plant to do it then you will need to do it yourself by putting in the proper sequence of commands for the robot with the computer (the parts around the room are kind of named after planets; the order planets are in the star system, in reverse, will lead the robot around the room to the valve handle):
1-Amplify Plutonium-Gamma Shield
2-Deharmonize Neptunium Impeller
3-Calibrate Uranium-Rod Driver
4-Set Voltage on Saturn-Class Capacitor
5-Test Jupiter Wave Complier
6-Install hydroelectric magnetosphere regulator to save the plant or turn cooling valve off
(Just inspect various objects in the room and it will say what it is)
Or, instead of all that just convince the main ghoul in charge in the power plant to do it. If even possible with Harold dead. If so even you might not get full experience reward from it,ect.
I take that back, I know for sure if that's possible still, you get a lot of experience from it right after completing it in the power plant, not talking to Harold again.
However, I don't think you will be able to get the same info Harold states about how the power plant could be optimized further after initially repairing it, even if you are able to finish the first part.
I don't think there is a way to or place to steal the part from, I always thought you must be given it from the parts requisition official.
Take drugs, Mentats raise perception and intelligence by a significant amount. Even with pretty high intelligence anyway (7 or 8), I don't think it's enough to pass the Vault City test.

My fix at the time was to use a save editor and spawn the item into my inv- a last resort I suppose.
I didn't mind the Exp for mass genocide too.
