I beg to differ, for Fallout 1 that would be true but for Fallout 2 Gauss pistol is clearly superior even without its amazing -1AP to shoot.
As for topic, why not keep both? Use .223 normally and grease gun when enemy get too close and you can quickly use burst fire to deal with them.
Sure loot is nice but those kind of problems should always vanish after getting a car.
Gauss Pistol is nice, but the ammo is just so rare it's not even funny. 223 Pistol is just more practical to use despite higher AP cost and slightly lower damage range (20-30 vs 22-32), whatever Gauss ammo you find is better saved for Gauss Rifle instead.
You were talking about best one handed gun, although gauss pistol can become even more powerful than gauss rifle with right perks and trait, Faster shooting+Bonus rate of fire+2 Action boys and you can fire your gauss pistol 6 times in one combat turn, add 10 luck and a sniper perk and all those hits will be crits too, you can take one Enclave patrol out in one or two turns.
I also find 2mm EC ammo plenty enough so it's really not that rare, NCR and San Francisco shops regulary has it in stock not to mention Toxic cave giving you 200, that is plenty to start with.
If you want practical P90c is just better, another weapon with only 4AP to shoot and it's smg, I find .223 pistol just a bit clumsy for my taste, 10mm ammo for P90c is everywhere so you can always just keep using burst mode if you really want to and when target is close enough it will make minced meat even from those supermutants in Mariposa base.
The .223 pistol is really strong against anything not wearing power armor. If I remember correctly Lenny can equip it too.
