Lenny won't equip weapons?

So, I just decided to run around with Lenny for a bit, but he won't equip any gun I give him. I've tried the desert eagle, 14mm, and smg. A few others that I don't remember.
He did equip a pipe rifle (I think he started with that), but surely he can use something better.
Haven't tried melee weapons yet because I didn't have any.

Any idea what weapons he can use? Or did I break the game?

Using Fallout restoration path (2.3.3) and most of the FO2tweaks mods (including the one for unlimited party size)

He can only use unarmed weapons, knives, pistols, and submachine guns that don't have a strength requirement higher than 4. Having him equip power armor will fix the strength problem. A good weapon he can use with 4 STR is H&K P90c.

I'll look into the P90c. Think I sold one not too long ago.

Nope, that didn't work either.

Is it possible he's crippled or something? I've done the inspect and it didn't say anything about crippled limbs. I'm actually not too sure what the effects of being crippled are.

Maybe his ai setup is telling him to use melee over ranged. Also if you give a companion a weapon that was using one type of ammo (jhp or ap) and they run out, they can't switch to another type unles you switch it out yourself.
