I had problems in Win10, but it was fixed, see above threads.
You have 2 options if you go to the directory you will find 2 launchers 1 is fallout2hr and the other is fallout2 right click fallout2hr and set compatibility TO WINDOWS 98
Then exit out and use the desktop shortcut to launch.
Option 2 is delet desktop shortcut, then navigate to the fallout2 directory and find fallout2 launcher (not fallout2hr)right click - send to desktop(shortcut)
It should launch in low rez original mode
I used the first option as you can play in high rez
Observations:
Fallout2.exe: Prefers not to have "Disable display scaling on high DPI settings".
Falout2HR.exe: Prevers to *have* "Disable display scaling on high DPI settings".
Most compatibility settings resulted in error, failure to launch, see quote below.
