About the Sniper perk
Does it stack with base critical chance such that the result will be ((Luck*10)+Base)?

For example: would 99% be the final crit chance with 9 Luck?

More around 90% with 9 100% with 10.

No. Sniper perk transform your critical chanse for range attacks formula from Luck*1% (+additional % from perk More Criticals) to Luck*10% (no additional bonus from other sources). Slayer perk works the same way for melee attacks.

Sorry i couldnt understand u mean if i have 10 luck+ All critic perks result will be the same?

If you have 10 Luck & Sniper perk - all your shots will be critical (10Luck*10%=100%). Amount of critical damage depends on Critical Effect Table and d100 dice roll. For example - at roll 100 you will cause an instant kill (doesnt matter how many HP left). Better Criticals perk improves your chanses at d100 roll and gives you +20 to result (you may cause instant kill with 80+ roll - 80+20=100).

By the way, doesn't Slayer upgrade all attacks to crit hits regardless of Luck? Not sure if the restoration patch fixed that to match the description.

No. Slayer works in the same way as Sniper - Luck*10%. But for melee attacks of course.

Well that's strange for sure. In different languages this perk has different description. Anyway, while my character could still choose this perk because of strength bonus from power armor it doesn't matter. :)
