I think you just have to use the right dialogue choices on the computer. Only time you really need science that high is to get a bettter brain for skynet. Also if something doesn't work it usually just means you made a lower roll on a skill check. Sometimes you have to keep trying like with lockpicking. Unless of course the low roll locks you out and you have to reload.

You can also try and talk the nearby enclave soldiers into helping in the fight. Just be sure to walk the perimeter of the room to get to them so you don't aggro Frank.

some enclave soldiers (4 of them) in a group right before Frank Horrigan can help you if you have high enough speech. they really make that fight so much better.

For me I was able to kill Frank without the key card. I got the 4 soldiers to help me. It is a lot of RNG.

You don't need 100 science, just the key. Source: I finished the game with 76% sci yesterday.

The real pain is doing the speech option over and over until the enclave soldiers join you (they massacre the turrets otherwise).

It's still doable even with the turrets, especially if you got companions with you.

Can you not go back to the trap room with the electric floor and use the terminals in either of the side rooms to access the network and use the presidential key to effect the turrets?
