What's the scale for the time limit?
What I mean is that some games have "hours" that only last a few minutes IRL and others have the events taking place in real time. The time limit to accomplish the main quest is 13 years, but is that length 13 actual years, or is it some shorter time period?

Its much shorter, cant remember how long exactly, i had to restart a couple times back then when i played trough due i wasted my time and get rekt (ran out of time, mission failed)

But its not really going forward that fast, only when you are sleeping/traveling ingame. In gameplay, like exploring, talking to npcs,etc not going fast at all.

Time moves quite slowly unless you're resting or traveling on a world map.
Anyway, don't worry about it, it's almost impossible to reach the time limit naturally. Even going through every single square of the world map on foot won't take a year. I don't think that i ever got past two years of playtime, even if i spend a lot of time wondering around aimlessly.

13 in-game years is the maximum limit you can play Fallout 1 & 2 for, by default.

So basically, in order to reach the time limit, you have to go really out of your way and try to reach it intentionally?

Yes, you can do everything within 2-3 years in game.
