How do I highlight items in FO2?

I am visually impared and I know there is a highlight feature in the game but it doesn't seem to be working. The button everyone says to use is shift but that doesn't work. In order to run FO2 I put it into windowed mode on 1920x 1080p and 2x scale. Plus I am using the Restoration Project Mod. So how can I highlight items on the ground?

I seem to remember it only being the left shift that works and not the right shift.

Left shift doesn't work. It should highlight the object with grean right? But it does nothing.

OH I see it only highlights items on the ground not things that hold items.
