How can I get past Frank Horrigan?

I know you can convince Granite and his squad to help you, but that's not enough. I've seen people use the Turrents against Horrigan but I can't figure out how to do that.

You probably need a much higher Science skill for that. I think optionally you can obtain some type of Presidential passkey for the turret console or something?

What weapons are you using? Raise your Big Guns skill to a very high level and snipe him with AP rockets from the rocket launcher. Or raise your Small Guns skill to a very high level and "snipe" him with the M72 Gauss Rifle. lol

You need the presidential keycard that president Richardson has on him, has to be killed for it, to use the turrets vs Horrigan.

Frank Horrigan is very resistance to most damage in game but does not resist electricity well, use pulse rifle.

It's also possible to talk the enclave soldiers near horrigan to help you in the fight.

You might want to consider watching some speedrunners playthroughs if you're under-leveled.

Pulse rifle, Bozar and vindicator machinegun are some of the few weapons that work well against him, though the pulse rifle has really ♥♥♥♥♥♥ aim.

I have the presidential thing but every time I use it on the terminator acces it it won’t work it’ll just say something like “ an Indian movie is playing on the terminal “ something like that my science is 60 and my speech is 108 and the EC company also still attacks me

Okay, for one this thread is seven years old. Your science skill is probably way too low, EC company requires a random chance speech check that can still be failed pretty often into the 100's of speech skill, I remember getting it like 1/3 of the time with 130 speech. You should just be able to save scum and keep rolling the speech check until you get it, or make sure you're choosing the right dialogue option. Destroy the turrets when you first enter or they will aggro on the side of Horrigan during the fight.
