Thus, by taking 10 agility points from the start, you kinda loose 1 stat point, because as you mentioned, you can later in the game inrease your agility by 1.
You can check the Fallout 2 wikia to see that you can add 1, sometimes 2 points of stats for every stat, thus, if you plan on a build that use x amount of strenght and y amount of luck, you should take into account that you'll be able, later in the game, to increase those stats.
Usually, you never go for a 10 in the stat department during character creation (for a min-maxer of course).
As a note, strength is the one stat that you can dump a lot because, you can - if memory serves right - later increase it by 5 (+4 PA, +1 chirurgical operation).
About Agility Perks.
Like Action Hero, they do give you a bonus to your action points, whatever actoin points you already have.
You can pick this perk twice and thus, you can have a maximum of 12 action points without taking drugs.
I never took drugs, so I don't know if you can go on top of that.

It just doesn't show up on the UI...it will only show 10 AP. But it's there.
However new problems arise....
I guess I thought there was a brotherhood memory module that boosted agility, but It would appear that I'm wrong. Thus I'm going to have to get the syringe in the EPA (as a stupid character somehow, mentats?) and use the gain agility perk at some point to even reach 9 AG, since I started with 7. I don't think there is another way to raise AG without drugs but if someone knows a way, please speak up. Otherwise, will I still reach 12 AP if I get to 9 AG, choose Action Boy Twice, then eat Farrel's cookie?
There is no other way than EPA to increase agility permanently.
And the perk that boost agility.
''In Fallout 2, The Chosen One can get a permanent +1 Agility by first sleeping with Miss Kitty and immediately afterwards sleeping with one of her prostitutes. (Restoration Project only)''
But I think you can only sleep with her after ''beating'' the game.
@Blight High speech is a must in Fallout 2.

Maybe you can try to bed with Mrs Kitty and her workers as mentioned in the wiki but you will have to beat the Enclave to do that.
Otherwise, you can't get 12.
