How to get the Vertibird plans for the BoS?
I got the quest from the San Francisco BoS and now I have to get the plans from that guy at the Navarro's locker. I red on the wiki that I need to speak with him and convince him to give me the plans and I will give them to someone. But... the problem seems to be that I've been there before and I've talked to everyone in Navarro and now I don't have the option to tell Raul to give me the plans. What sould I do, use some cheats or am I just doing something wrong?

You may have to talk to several people (not sarge, he'll just get mad at you) there before your character knows where to get them, thus unlocking new dialogue options.

You can steal the plans out of the locker where they fix the cars. There is no need to talk to anyone, and no one will attack you either.

Save before sneaking up to the locker and then attempt to open it...reload if he catchs you
