How do you convince the enclave troopers to help fight Frank Horrigan?

I can not speak to them whatsoever. I am doing a melee run so I am really at a disadvantage with Frank + 4-5 soldiers whooping my ass.

I have 122% speech, the problem is that I do not get the option to engage in a dialogue. After I blow up the computer and run up to the first floor in order to escape the meltdown, I am confronted by Frank Horrigan in the big room along with a squad of troopers in the hallway to the right and immediately thrown into combat.

where u from go top floor? i mean there should be 2 way.u should meet with soldiers before horrigan
