Fallout 2 Mapper?

This appears to be a topic left unanswered. In the past four years, there were forum topics with everyone never answering this question. Is the Fallout 2 Mapper still available? Can it be made to run on Windows 7? There are Fallout 2 mods still being made to this day, so I know it's possible. I just don't know where to look.

If you want to make a classic Fallout game or anything of that nature, many recommend the FOnline SDK because it was open-sourced and released to the public. It's much better in my opinion and it's only downside is no Fallout 2 maps/scripts but various player-made servers (Reloaded, 2) bring back many of these. Try one of those and get the hang of it. Otherwise I'm sure on NMA you could find something on the mapper.
