Stuck in necropolis, unable to get past Harry.

So, I just got to Necropolis where the water chip is, and I've hit a massive wall. I don't have speech to convince Harry I'm not a human, If I try to sneak past him his dialogue outright triggers by itself when I hit the entrance to the next room, if I try to fight him he fires once and does around 80% of my health, and I'm a melee build so I can't outrange him, and Ian's submachine gun never progresses him past the wounded state no matter what.

For all those problems, Mutant Base is out of the question, as well.
The only thing I could even think of is risk my valuable time trying to farm random encounters, but they NEVER show up. I did the traditional route from shady sands to necropolis, and only 2 encounters even happened, neither which were combat.

Am I really gonna have to start the entire game over because the game waited until just now to tell me my build won't work?

Did you aim for his eyes? Initiate combat with a ranged weapon walk around the doorway let him come to you, aim for his eyes and hope you crit and blind him.
What armor are you wearing cause it sounds like your either just using leather armor or just have a poor health pool for a melee build.

Other ways are to just combat walk your way past him, initiate combat walk as far as you can hold the A key when you finish it should auto put you in combat again and you can just keep going.

Harry IMO is the hardest mutant fight as by the time you go deal with the rest of the mutants you tend to have PA which makes combat largely a joke since it has high DT/DR meaning most the time you only have to worry about critical strikes.

Yeah, I still have Leather Armor. I know where Combat/Metal Armor is, but I don't have the caps nor the items to really get it.

I was already in Power armor by the time i entered Necropolis.

Nah, it means you're going too fast. Probably you missed lot of sidequests. Go to he hub, make some missions.
