The games runs under Dosbox which is a DOS emulator. Maybe Wine doesn't support it.

http://www.dosbox.com/download.php?main=1 , there is a Mac OS X version right here.

Actually, maybe it is a Windows EXE, it's been a while, I forget.

When fallout came out in 1997 it was on mac windows and DOS. so the main cd had windows and DOS on it so my best bet is i need to get a old copy of fallout so i can play it on DOS.

Don't bother because that way you'd be wasting money if you tried buying a physical copy or somethin', go to your Steam folder and enter "steamapps\common" and your Fallout directory should be there. If you don't see a file called "falloutw.exe" inside it, there's probably a "Fallout.exe" file and that is the DOS exec.

You could also just go download the 1.1 patch or something that includes a DOS executable file. Try No Mutants Allowed under Fallout->Patches[nma-fallout.com]
