No idea how to fix it, tried it on both the base game and the fixit version, same issue.
Maybe the Fallout 1 in Fallout 2 mod fixes the issue.
Otherwise i'd suggest you just open your inventory and turn your arm into a pincushion that way. You can even reload your gun if you want. A much better way to spend AP to heal yourself.
Its also probably Interplays fault that we haven't seen any attempt to remaster the original games as well, legal contracts have all sorts of things written in them. Talk about a company that squandered decades of fandom for some of its franchises.
Interplay is basically dead, and has been for over a decade. Doesn't matter anyway, because the only Fallout property they might still own is Fallout Online. The rest of the franchise was sold to Bethesda afaik, and Bethesda probably has very little interest in remastering 1 and 2. The lawsuit between them in the 2000's made Bethesda look petty, imo, and their treatment of Obsidian and New Vegas corroborates it. Fallout 1, 2 and New Vegas have practically been written out of the lore since the Fallout tv show, too. Shady Sands was nuked, and NCR never even got off the ground. Vault Dweller and Chosen One don't exist.
Some things did make it, but it's all based off of east coast lore (Bethesda Fallouts), while west coast lore (og Fallouts) is pretty much retconned now with the show. There were only vague tie-ins from Fallout 3, notably the BoS being a renegade branch, and the enclave, but they were also retconned at the same time, since the President from Fallout 2 was never a thing.
That doesn't mean we won't potentially see any og Fallout material appear in future Bethesda Fallout lore. The Master could make a return, among other things, since his story was mostly untouched. Also House from New Vegas was in the show, but his role seems to have changed a lot. He now seems to be a more concrete villain that had some role in the vault tec experiments. He's an easy retcon, though, since he's not specific to 1, 2 or NV, even though he only appears in the latter. His role in the lore exceeds those games.
I hope youre wrong about Fallout 1 and 2 remasters(thinking Diablo 2 Resurrected style) and not seeing classic Fallout material make it into the TV Show. Honestly, the Chosen One and Vault Dweller are kind of low hanging fruit, they could just be random encounters for the TV characters that make all the OG fallout fans sit up in their seat, drink in hand and point at the TV.
I'll hold out hope some of the OG material from 1 and 2 make it into the show.
