Well first you want to save beforehand because you'll probably be caught, and it's easier to use the quicksave/load F6/F7 so you can steal or lockpick faster if you get caught or critically fail it. You can steal from the skilldex menu on the hotbar or the right click menu>face icon> steal, or do it by pressing the corresponding hot key #4or #3 I think? It goes from top to bottom 1-9 if you open the skilldex menu, or just press F1 to open up the hot key cheat sheet to check.

Sneaking and performing it from behind helps, as does putting the game on easy if you want to cheese it.
I know. Thats fallout 2, if you pick pocket a vendor in this game it shows nothing. Thats why I was wondering :P

I have taken plenty from vendors in Fallout 1, not sure what issues you're having.

Yeah seems like it's part of the game that *some* vendors you can't take from like in the Hub City whereas there are others you can like the vendor in Shady Sands. I hadn't noticed this before.
That's because there is scripting for "moving items from the NPC's inventory to a container for safekeeping", they have it moved to *themselves* upon entering dialogue.

Where is the container?
Or is it like Skyrim where its unobtainable via normal means?

The container is usually close by, thus it ain't unobtainable at all. You have to pass some skill checks first, you can even get it all by killing the merchant like I did with Flick in the Den!… Well, at the cost of them no longer restocking because there's nobody to retrieve the wares.

I don't seem to see anything in the vendor's inv at all, either. But when i pickpocketed Ian,i saw everything he had and everything i gave him.

You can do that to NPCs who have no containers to temporarily dump their inventory items in, a few merchants in this game don't store their items in a footlocker or amongst a table of "stuff".

Their merchant containers are out of bounds of the map past where the visible map edges are.
