Other dealers (Killian, Vince, Tine) do not repelish their caps ammount. No idea about COC Shopkeeper.

What I mean is that their caps don't seem to reset each time for me. Take Jake as an example, I sell stuff to him, close the dialogue, open it again, and his caps are the same, or if they did reset it's less than 1000 caps, it doesn't reset to that 2000-2500 number every time.
Put points into gambling until you reach a point you win more often then you loose. Then just hold down the 1 with a slightly heavy object on the keyboard to bet 5 dollars, tell dealer you want to bet again, bet 5 dollars, repeat. Walk away come back when you have a huge pile of cash.
It will not work with any other bet amount because the dealer asks you if you want to play again pressing 1 will say yes, pressing 2 will say no, holding down any of the other bet keys will not answer his question at all.
It takes 60% gambling to start winning more than loosing, but around 90%-100% if you don't want to be there all day to make a profit.
