How to repair the water pump

In the Necropolis, Watershed section, there is a building with a ghoul in a cell, and 4 mutants. In the corner of the building is a water pump, and I assume I'm supposed to fix it with Repair skill, I use the skill but says I fail. So, is there another way of doing this? I have used the Junk on the pump, doesn't work. I have the "Tool" but equipping and using it on the pump does nothing.
What am I supposed to be doing to fix this?
Also, are skill checks in this game a random roll, or you have to have x skill to beat the challenge? Example, this requires a 30 Repair skill, I have 19, I'll never pass it no matter what.

Talk to a ghoul refugee in Necropolis' sewers, he has some Deans Electronics books. If that's not enough I suggest leveling up on some ghoul gangers and zombie ghouls (the latter are ones who attack you upon entering their proximity)

Did you put the junk in the place were your weapons are and then click on the junk then the pump?


I was having some problems with that too then did the above then after a few tries it worked

Or you have to lvl up the lockpick skill mine was at 63% when i did it with the books the leader gave me

Gary, what I did that finally worked was right-click the pump, pick the Backpack icon, and then use the Junk. But initially my problem, I think, was not high enough repair. I read two of the Dean's Electronics books, and my repair skill was high enough to do it.

Insufficient Repair skill, I guess. Gain a level and raise that skill 'til you can succeed easier.

After too many tries i have failed and my junk gone, then load back and on second try i had seccess with just 43% repair skill
Hint: U just need hold on right click and select inventory and use junk, or put junk on your primary weapon and left click on it and then left click on the pump
