And there’s no in-game tutorial… you really have to read the instruction manual for this one, otherwise you probably wouldn’t have a clue what to do.
So, that’s what people mean.
And then there are major balance issues. Companions don't level up and can't be given better armor so they automatically die in the late game, you can die randomly in a single enemy crit, that kind of thing.
Even Arcanum, which is basically Fallout except a million times better, is still somewhat wonky in that regard.
We have high tolerance for that kind of nonsense because we've been playing these games for three decades, but that doesn't mean it's all fine. The game's got massive flaws and we have to recognize that.
This is right here... is hot takes. I tempted to agree because Arcanum has better RPG system with plenty of backgrounds that would support that roleplaying. Charisma is non-dumpable because it's actually matters for NPC reactions.
Hmmm..... yes, Arcanum > Fallout.
I feel like what people mean is the user interface (menus and whatnot) are outdated. And by outdated they mean non-intuitive, so its harder to immerse yourself into (at least until you learn how the UI works)
Class/Race based RPG is still more robust roleplaying experience compared to classless system where the roleplaying happens mostly in player's head.
