How Is This Game Supposed to Run?

Trying to get an accurate performance profile of exactly how Fallout 1 is supposed to run.

I'm on a machine that would obliterate this game with idle power draw, hardware is not a concern.

I've installed the following patches, in this order, per PCGW:

-Child Patch
-Unofficial Patch 1.2
-Unofficial patch 1.3.5

Running at 1920x1080, fullscreen mode (anything higher and the UI is too small to read), 120 Hz target. In Nvidia Control Panel, I'm running Fixed Refresh (per PCGW), VSYNC On.

Obviously this is an isometric game, and thus the animations themselves lock at a set frame rate. I'm not concerned about that.

This game has a concerning, stutter-filled Afterburner readout. When the mouse is moving, the frame rate runs at a jittery 100+ FPS - but when the mouse is static, the frametime graph turns into a buzzsaw and runs at about 34 FPS. This behavior exists whether I run with VSYNC on or off, and is only exacerbated by running in Windowed mode.

As it's an isometric game, it's not a huge deal, and I can cap the FPS to 60 to prevent some of the jerkiness from the frame-rate going up and down. Sometimes you can see it in specific animations, transitions and mouse behavior. Nothing major in gameplay, thankfully.

I get the impression that this is just how these isometric Fallouts have always ran, and it's just constrained by limited code flexibility and made for now-primitive hardware. Is this the case? Is this how it's supposed to run? I'd like to be sure it's working properly before I start - and having such wild framerate fluctuation is giving me pause.

Don't use v-sync, don't cap framerate below 300 - it makes game jittery. This is to do with the engine, I guess.
Also, I would recommend using Fallout Et Tu (uses Fallout 2, if you own it) instead of the patches.

I ran the game completely uncapped, as I mentioned above, and the behavior was the exact same.

The best way I've found to pla is to get fo2.exe on the play store and play it on an android phone, can emulate it as well on PC. it my favorite cell phone game and is a better experience imo.
