Am i to low to take on Decker and kane

I'm level 5 i have the metal armor and i have tycho & Ian & the Dog on hard and on normal and died on both.

I do have a save before i talked to Kane then Decker, should i talk to him but find other means to level up. Then get better armor then go to the sheriff and then go and kill them all, any feed back would be welcome thank you.

You're gonna get destroyed by Kane at that level. Level up a bit and go buy some psycho in the other part of town.
