Fallout 1 graphics in 2023

Is this what the graphics in Fallout from Steam are supposed to look like?

Try increasing or lowering screen resolution in the settings and choose the one that looks best for you.. Personally I like playing on 1280x720 or 1366x768 on my 1080p monitor (so 2-3 steps below the default).

I can change the resolution almost any way I want. I tried different methods. I have Fallout1_High_Resolution_Patch_4.1.8 installed. I tried installing fallout fixt. Everything is fine, but this effect always remains. It looks grainy. There is no full color.

Open game folder (right click game - properties - local files - browse)m find f1_res_Config, open it and see if you have 32 colours and no scaling enabled, and is set to Dx 9, or share a screenshot of what it has.

I also checked various graphic options here.

It's probably scaling. It makes things uglier.

I also changed the scaling setting in the NVIDIA Control Panel.
I checked the options bypass the scaling mode set by games and programs.
And it's a little better

I think its normal to look like this, mine is the same, its an old game dont forget designed when monitors were of low res to days when monitors had very small screen size compared to today. Try some of the gfx mods. Just downloaded the game today not played in decades. So will get back to you if i discover anything as iam about to make a perfect install with best mods n gfx options before my play through.
