Game is auto minimizing

Just downloaded Fallout 1 and 2 and was hoping to get back to playing some good old fashion Fallout but there seems to be an issue. When ever I click play and select either HD or Classic the game starts in full screen and then becomes a really tiny window. This happens for Fallout 1 and 2. Any suggestions?

Running Windows 10
So far I have tried compatibility mode and putting -windowed in the launch command with no change.
