First aid kits / doctors bags work the same way. When using a first aid kit it will give you +20% first aid skill while it still has supplies in it.
However yes they are basically useless as you will come across plenty of stimpacks and just traveling on the map will restore enough health from random encounter to random encounter.
Doctors bag however are useful because if you happen to break a arm/leg if you will have a higher chance of fixing it. Otherwise you will have to go to a village doctor to heal your broken arm/leg.
However that being said the chances of suffering limb damage are extremely low unless your playing a jinxed character. In fact the only time I've ever suffered limb damage is from playing a melee jinxed character.
All these skills are much, much more powerful in fallout 2, especially doctor, since paying for doctor services cost a lot of money in that game.
Simply put the tool in a slot and either click to use it on an object, or use the skill through the skill wheel.
Lock picks are infinite use unless you critically fail and break them.
