How do you use books?
I found 2 books, a yellow and a red one.
Can I use them?

The red one is called Cat's Paw and the yellow one is a Scout Handbook.

I tried to put them in the weapon slots and use them but I can't.

Scout handbook you should be able to use. Open inventory - hold left mouse button on the book until drop down menu appears, then click the hand icon.
Putting into weapon slot should've worked as well I think, weird. Cat's paw could be a useful item for a quest (I don't remember whether it was in F1 or just in F2.

cats paw is useless in F1. Fallout 2 however...
