Why can't I talk to Set

I met the underground mutants and fixed the pump, killing the mutants. But I heard there is a quest where he will give you a reward for killing the mutants, but when I go to his church the guard outside says you aren't welcome here, no matter the time of day. I had killed a few surface mutants, is that why I'm not let in?

I think your supposed to talk to him before you take any action.

You get to him through the sewers. You'll get to the room with no door but there is a trap right next to where you got out the sewers, you can get to him that way

oh I went in that room before but I didn't see any door going from it to the main part of the church
