Chems, gain strength perk, power armor and/or an implant.

It's not a good idea to have below 5 Str if you plan to use melee or guns. You can get away with 4 Str at the start of the game but will be limited to only a couple pistols and unable to use rifles until Brotherhood of Steel. With only 3 you can only use 10mm Pistol until halfway through the game. Hopefully you have very good Speech or Unarmed.

You can gain +1 Str through implant at Brotherhood of Steel, but this requires you to join them and be able to complete visiting the Glow. You will also get T-51b power armor as a reward, which gives +3 Str. Going to the Glow and getting the implants takes a lot of in-game time, and something you would usually do after you find water chip.

well, you have the chance to increase values with perks. there is a perk that allows you to change a trait chosen earlier. And you mgiht eb able to choose the 2STr trait or gifted grantign you +1to all stats.

But aside fromt his, the implant and power armor are your only options unless you want to rely and addict to drugs.

its one of those more challanging chocies going with lower strength.

The best thing you can do is Mutate! into a trait that gives stat(s)

^Gifted 7 free special points to reallocate. You get 5 less skill points per level and your skills drop by 10% though but adding some into int should counter act that.

gifted is a great one to shift later in the game since the penalty of loosing skillpints/levelup afaik isn't retroactive.
