Hmm.. but my Ian doesn't have a dialogue line "Wear the best armor.". Will that appear after I give him armor? Also can you tell me about 1 more companion I can obtain and how to obtain it other than Ian (and Dogmeat)?

Yes. The dialog option to tell them to switch their armor only appears after you have given them (via barter or planted by steal) a better armor than they are already wearing.
Mouse over the companion and the text that appears in the text window will mention the type of armor they are wearing since them changing armor does not change what armor they visibly appear to be wearing.

No, this doesn't actually exist in fallout 1. It's on fallout 2 only. Fallout 1, unless you play a really old version, Ian will always have leather jacket protection, Tycho will always have leather armor, and so on.
As far as I'm aware, there's no mods available that add the compability to F1, because the whole companion system is entirely built on scripts in the first game, and they're simply not that valuable characters to have around, anyway.
The only things you can do with companions is order them to stay in formation/spread out, use their best (highest DPS) weapon, disband, and use steal to put items they don't have proper scripts in their inventories to use. For instance, putting psycho in Tycho's inventory means that he'll actually use it sometimes, while this isn't true for Katja. Ian will never equip a knife (ripper included) unless you remove all his melee and unarmed weapons, then let him realize he's carrying a knife in combat.
I am playing it RIGHT NOW and I have changed both Ian and Tyco's armor. I do have the Fallout 1 restoration project installed, however.

The companions will recognize a new weapon if it is the first item in inventory. Taking all the items away isn't neccessary.
Companions can't wear different armor. They were not designed to do it, and unless that mod also makes them level up like in fallout 2, they're not gonna be any help later in the game, anyway.
So actually, since Black Triad has shown that there is a mod that adds this ability, you are wrong Vassago Rain...
Yeah it's a 3 year old thread, but there is actually a companion armor mod. The Fixit mod includes it, but if you don't want to use that (I don't because it adds too much stuff that I don't want). You can download the companion armor mod here: http://www.teamx.ru/site_arc/mods/index.html

And yeah. You need both installed. Then you can install the NPC armor mod. I should add that the NPC armor mod is extremely basic. All it does is allow NPC companions to switch to the default male/female PC sprite so that they can wear all the armor. They still function exactly like their vanilla ai though. They just change appearance to a default sprite. It has the added effect of enabling them to use all the weapons in the game as well. Rather than the weapons limited to their vanilla sprite. So thats an added bonus.
