Worth it? Yes
Necessary? Not really.
In theory you can get away with any "build" in Fallout but that doesn't mean a) it won't be harder, perhaps significantly b) it won't require meta-gaming or other sort of "trick" which requires specific knowledge about the game.
If you ignore energy completely, your best end game weapons will be combat shotgun (small guns), rocket launcher (big guns), and super sledge (melee).
Over 100% weapon skill is good for doing aimed shots to the eyes at max weapon range and also helps negate the low light penalty to accuracy.
