Level Up system Questions

I get notifications of a level up in the lower left screen. I select the character screen and there is nothing to do there. Am I missing somthing? Sorry for the lame question I just got the game when they gave it away

Check the character screen more carefully, check if you can select a new perk or if you can increase skill % (the numbers to the right upper coin of the screen).

It should show how many skill points you can allocate between the vault boy "card" window and your current skills.

Click the CH on the bottom right, then you can increasu some ablilities and pick new perks.
