I bet this solution won't work for EVERYONE because the games so old, I bet there are a ton of different compatibilly issues.
Also, I had to set the falloutHR.exe file to run under Win95 compatability mode.
This fixes everything so you don't even need to run it in compatability mode.
For whatever reason Bethesda left the ini to not even run in dx9/32bit.
If you want to run it in 8bit just install Direct Play (let's you run old DirectDraw games in it's natural habitat).
For fallout 1 you will need to run falloutHR.exe in compatability mode.
Fallout 1 has f1_res.ini with only 3 graphic options. 2 which is DX9 and you can set another, WINDOWED_FULLSCREEN=1, for fullscreen w/ WINDOWED = 1 as well.
Game still loads with a black screen launching from Steam.
Edit: I had to start up in windowed compatability mode outside of Steam. I unchecked "Windowed" and applied and the game errored out. I could only see the top-left corner.
I closed and reopened it, outside of Steam again... and now it works fullscreen. The irony, the ini file is *exactly* the same.
Now I focus on the FalloutLauncher. Even loading that outside of Steam and trying to launch Fallout fails. I enabled Windows 8 compatability mode for it and now Fallout launches w/out issue from Steam. Whatever works I guess.
