Today I had the pleasure of watching a video on youtube by the Geek Remix that had an interesting premise that D and Ned were in this together and she actually talks to Ned in this situation. The girls in the video really make a good point and I quite enjoyed the hypethesis, even though it's just that :) a hypothesis.
This. Absolutely this. Ned had been listening in on conversation for a long time and I think this was a part of it. It's why he knew that.
Think about it. There are other lookouts. They aren't the only two up there. She's probably radioing the other lookouts to let them know, was asked abuot a fourth, and said they didn't know yet. That's all.
Not everything that isn't spoon fed to you is a plot hole. It's a narrative technique. The idea is that you come to your own conclusions based on what you've learned about the characters and their world. It's supposed to create a sense of mystery, get you to engage more with the story and create depth without adding too much heavy-handed explanatory dialogue. If it works well, you debate with yourself and others about what really happened long after the game is over. This isn't always the case, sometimes games just have legitimate plot holes. But considering this game is completely focused on story and interactions between characters, with very simple mechanics to aid in that regard, it's extremely unlikely that it was unintentional. As a style it's not for everyone and obviously you're allowed to not like it. It certainly doesn't make it a bad story though.
Most likely explanation comes from the file Goodwin had on her at Wapati Station. Remember the line "multiple lovers despite long term partner (Javier)". This conversation makes total sense if you imagine she is talking to someone she is sleeping with. If you ask her who she was speaking to, she confirms the speaker was a male, from another station but that the conversation is work related. Except Then she suddenly gets very angry, says that it's none of your business and asks you not to talk to her anymore unless it's urgent. That suggests that she is lying and angry about the situation. So, roughly filling in the blanks:
(mystery guy): Do you think he knows about us?
No. I don´t think he has any idea."
(mystery guy): How sure are you about that?
D: "I´m absolutely sure."
(mystery guy): Look, maybe you should come clean, tell him about us?
D: "Would you?"
(mystery guy): I'm not sure I feel comfortable with this anymore. Look let me know if you change your mind about telling him.
D: "Alright, I´ll let you know if anything changes in that regard."
It could be that delilah had lied to the guy in this conversation and pretended to still have a boyfriend to avoid telling the truth (the story she tells henry). She is angry because she's having to lie to someone she is actually in a legitimate relationship with. Or she lied to Henry and she actually was still with Javier. Personally I'm inclined to think she was being honest with Henry, since it explains why she is out there in the first place. Either way it explains the conversation. It seems likely the note is true since it also mentions about her alcoholism and twice she calls Henry while drunk, both times in a situation were it was very inappropriate to drink; introducing herself to a new co-worker and drinking hard liquor when convinced she was being spied on and was worried for her own safety. Also in her cabin is an empty bottle of tequila and another one on the desk. That all suggest she can't control her drinking so the note is probably at least partly accurate.
Final thought: In their last conversation, Delilah tells Henry he should go to Julia and he responds
"would you?" echoing the conversation he overheard her having. Is it possible that she was talking to someone who was telling her to go to Javier and she was telling them she didn't want to? Just throwing that one out there.
These weren't plotholes. You obviously rushed through the game and didn't pay attention to anything. If you read the notes in his hideout it shows the the camp WAS actually being used by biologists, they were currently off work on their off-season until August 1st. He was using their equipment to trick Henry and Delilah.
Also when you break in to the camp, even Henry says "this camp is hidden in a valley where none of the towers can see it".

Actually, it turns out that Delilah does have a lot to say about the cabin, but only if you visit it AFTER Day 2 and open the stove, then there's actually a big long tall tale you can get later. I did it on Day 3. The reason for that is in another Dev commentary, it wasn't available on first approaching the cabin on Day 2 because getting all that stuff dumped on before even going in wasn't really as much fun as exploring and getting surprised.
She obviously did leave her post. She mentioned having to lie to a couple rangers.
