I cannot download the game.
Hitting download gives me the info panel and says the game is only 18mb.

Have you tried restarting Steam?

Having the same problem here. I have restarted Steam several times. Deleted, re-installed the game several times.

All to no avail.

The 18MB file that Steam tries to download is certainly not the game since you then get the "missing executable" error when trying to start the game.

Hoping this gets resolved soon as I don't want to pay for nothing.

Try this...

Completely exit Steam and navigate to to...
\steamapps\downloading
And delete everything within the 'downloading' folder.
Start Steam and it should start downloading the files again; if not verifying the game cache will.

Try this...

There is nothing in that folder to delete.

Try the temp folder as well...

Located in...
\steamapps\temp
Delete everything within that folder.

Both suggested folders are already empty.

It really seems like Steam is being directed to download the wrong file as the only files it downloads are part of a C++ redistribution package. It does not download any Firewatch installation files.

I have even tried verifying the cache, but Steam believes everything is there.

You need to have a 64-bit OS to play the game

A 18MB download means you're on a 32-bit OS. STeam is only downloading the redistributable package, but wont' download the game because you aren't on a 64-bit OS

The only way to fix that is to reinstall your OS to a 64-bit version. There's no way to upgrade in-place.
