Helicopter will leave if you wait long enough.
She may like you (depending on how the relationship develops), she likes to talk with you, she's not opposed to flirting. That's it. She never hints that anything would ever continue after the Firewatch season. She never makes any attempt to see you in person, even though you're in neighboring towers for months. She always respects your marriage, even in the moments when she's closest to you. All her signs clearly tell you that this is a platonic vacation fling at best, probably even less. She has her own problems to sort out, after all.
If you misread her signs, and hoped that she would romantically wait amidst a raging fire for a married guy and/or even ditch her own relationship for you, then ... well, the game does not support this level of narcissism. I loved it for that, I like encountering characters in my games that feel like real people. Obviously that's not everyone's cup of tea, of course - but if one's looking for wish fulfillment, then a dating sim would probably be a better choice. A dozen of potential partners, all willing to hook up with you. Satisfaction guaranteed. :) It might just feel a little ... like plastic?
Personally I found the ending entirely appropriate and satisfying. Both Delilah and I got out of the relationship what we wanted. To be honest I still can't fathom what's going on in the head of a guy who's asking her to wait. There's a freaking conflagration going on and she sits in a wooden tower, she needs to leave ASAP and get into safety! Why would I ask anyone to stay in an obviously life-threatening situation just so that I can see her?

It's entirely possible that your game played out differently than mine, because the details of the dialogue adapt a _lot_ to your previous choices - one of the game's greatest strengths. Though I thought there was no path where Delilah actually hinted at a longer relationship - but I could be wrong.
Curious question, had you told Delilah about your marriage by the time these two events (the romantic scene and the "meet in summer" hint) took place?

if you can tell me that it doesn't sound a) she wanted a possible relation and b) that they didn't just now have phone sex then you hear tones and see words very differently from me.
However, again - when I played the game, I felt very strongly that this was a spur-of-the-moment evening and that Delilah didn't really want to get through with that. Perhaps due to the revelations that happened afterwards in the plot, which changed the tone of the story quite a bit. And I'm pretty sure she never mentioned that "hook up in summer" afterwards. I can only say that I was not surprised or disappointed about the ending, it felt entirely appropriate to me.
I honestly think she's a maneater. Likes to toy with men but when things get real she ups and leaves. I kinda saw the ending coming. In the first half of the game I thought maybe at the end I would get to see her, but after the second half started and especially after seeing that clipboard with info on her, I expected her to flake and be gone.
Then when are near the end, making your way up there she doesn't want to wait, but if you convince her to wait she says she will, but you can tell by her voice she doesn't want to see you.
I just felt she was a woman-child. I mean she's what, 44 according to the clipboard with her info on it in the game.
Then her convo at the end. Made me feel like she was a ♥♥♥♥♥ and used Henry just to make herself feel better during the game.
To be honest, the ending just pissed me off. Don't get me wrong, I enjoyed the game a lot, and I rarely finish games so that's saying something, it's just I felt like the only significant take-away from the game is that Delilah was a [female dog] and I just played half a game waiting to get f'ed over by this ♥♥♥♥♥. Nothing else was explained. Ok, done, the ♥♥♥♥♥ is done using you for her emotionally feeding session. That's the story imho, it's actually about Henry being lonely and getting ♥♥♥♥♥♥ by some ♥♥♥♥♥ preying on his emotions. You know how she likes to bring up about Jules all the time. She's feeding off him and learning how to pull on his strings. She is the one that starts wanting to get close.
A true definition of a ♥♥♥♥♥.

I don't think she _likes_ to do that - but I agree that running away when things might get serious, seems to be a recurring theme for her. There are a couple of scenes in the game where things might awkward, and her reaction to those is pretty consistent - she ignores them, or runs away from them.
I still can't understand why some players actually ask her to stay, though. Asking someone to remain in a clearly life-threatening situation just so one could see her face, is not something I'd ever consider appropriate.
She's a flawed character, just like Henry is. Personally, I felt that both Delilah and Henry (at least in the way I played him) got what they wanted out of their relationship, it was fine. Some players however experience very strong emotions regarding Delilah and feel a need to demonize her. I guess it's to the credit of the writers that a fictional character can evoke so strong (and so diverse) emotions.
One that this game was an emotional roller coaster, it builded up, with .. I wouldn't say a poor ending but def not a good one either. Up until halfway I tought it was some crazy sciencetist out in the woods but it was only Ned.
And about the girl. Yes I felt cheated too, in a way. Even tho it says she's a "maneater" on that note, but on the other hand it was Ned who wrote that.
I asked her to wait because I think the fire has already been going on for many days and they still are sleeping there and everything and that's fine? But she can't wait like 10 minutes for me to get there? Idk man but that was stupid in my opinion. :D
