why can't i play it properly fullscreen

when the game start up it sort of like pop the screen to black for once and back to the game, like i was playing in resolution that were lower than 1920x1080. but when I check the settings, it's already said that it's in 1920x1080 and fullscreen too. only when I play in windowed mode that it looks normal but the fullscreen is just weird. how do I fix this? other than using Borderless Gaming or stuff like that?
