But back to the main problem, I've heard some people think it's on a timer, but it's not on an out of game timer, and it's not based on quitting and restarting or on area transition. I've only played this version for about three hours; I'll play for a bit more and see if they respawn, but if they don't, I hope someone finds a way to fix it.
Edit: Slight development. I think if you open the chests, but DON'T take the item inside, then the chest respawns when you reload. It seems like what causes the chest not to respawn is the player actually taking the item out. If you leave the item in the chest, and quit out and then reload the game, the chest re-rolls the item inside. This of course, isn't really helpful unless you like having to replay through large swaths of the game repeatedly, re-rolling all the chests and hoping you get a half-decent item. But then doing that ensures that any weapons you get will be worthless in a few levels anyway so...
Hopefully there's a better solution.
Only issue is that I've not seen them respawn on an in-game timer yet. I've changed locations and returned, and that didn't cause them to respawn.
Or do you mean that you think that you have to spend time in other areas of the game for a certain amount of time before the game respawns items in those chests? Because I can confirm that everything else respawns much faster, meaning all the health pickups, closet/container items, and loose items. Everything except the metal chest items.
They originally did this is the old version of Dead Island Riptide, so it's not new to the Definitive Editions. I can agree that I liked the quick respawning chests in the old Dead Island, but I suspect they changed it for Riptide (and kept it for the Definitive editions) for balancing purposes. It likely reduced the amount of people with duplication glitches and similar glitches as well as stopped people farming legendaries to remove all challenge from the game. If you got five legendaries when you are like level 5 because you just did chest runs then sure it'd be cool, but you'd soon grow bored because everything dies instantly, removing challenge and suspense from the game.
As for respawning boxes, I know for a fact they can respawn after you loot them, it just takes a really long time. I don't know exactly how long, but I've looted chests a couple of times and after many times of going back to them, they eventually did respawn for me to open them again. The easiest way to avoid this situation is to simply be smart about looting the metal chests. Only take blue or higher grades from them and you'll be set. You can still do chest runs, just don't loot them for the sake of it.
Again, I don't know how long and like you said, you might need to be in other areas of the map/a different location all together to help them respawn, but I know they do respawn after a time.

You say that, but it's been 9 hours in game time for me, and they haven't respawned yet. If we assume that you're correct, and I've not seen anything to confirm that you're right and that they do respawn, then it takes such an abnormally long time as to be utterly foolish.
I mean this is a game about loot. And weapons degrade very quickly, both in terms of actual durability and damage as you level. Meaning the game is punishing you for leveling, and punishing you more for investing in items and modifying them, because they'll become entirely useless very quickly, especially without replacements, and money isn't easy to get with how expensive it is to buy weapons.
So I would say that them not respawning, or supposedly respawning abnormally slowly, entirely breaks the game, but I guess that's quite obvious.
I agree, the game is about looting and I don't have any proof as such other than my word, which is nothing let's be honest, this is the internet. I much preferred the boxes as they were, respawning every time you loaded the game, switching an area or simply refilling when all the other loot does as well. I have no idea what possessed them to change it in Riptide nor why they brought it to the DE versions of the game. There may be a mod to change them back, or something in the game files to edit the chest spawns, but as it is I know I have seen boxes respawn, but only after a truly ridiculous amount of time (and I'm talking likely several days IRL of playing maybe) but they do respawn.
As for weapon degradation, it is certainly a pain, especially for sharp weapons as I have been playing through as Xian Mei, though I normally play as Sam B, and the early parts of the game where you have limited money and resources, weapon degradation is the main killer. However after levelling up and getting some more cash, it becomes less of an issue.
In short, I absolutely agree with you that the non-respawning boxes are madness and should definitely been kept how they were, but my original reply was my only explanation on why it was changed in the first place. I'm not trying to argue, simply try and offer an explanation on it. I would suggest going down the route in the survival tree to get lower prices at venders on whatever character you're playing or if you're playing Sam B, go for the skill to get more money looted from zombies. It's what I did and it helps a lot with getting blue, purple or orange grade weapons from venders at slightly more affordable prices.
However, If I quit the game in any other area or with a quest that doesn't take place in the area I'm quitting in, then when I log in next I'll spawn at the main story questline and the chests will still be empty.

I just started playing the game and I have the same issue. At first I thought it was a bug or glitch but after reading this thread it seems this is a game mechanic....
I started the game now, over 20 hours after I played it last and the chest that was not respawning, respawned new loot
Easy farm spot for money (use load checkpoint trick) after Hotel you can respawn 2 Thugs that yield 2k+ (depends on lvl) per kill. Just throw them to death with 8 weapons, enter hotel again, go out again, insta respawned 2 thugs again, repeat until you have enough money. You might get a good weapon too, they can drop orange.
If you just play once for story then you won't need any good weapon anyway. Just upgrade and modify a green weapon (buy from shop) every 3 levels and you are good to go. Game is pretty easy anyway. The hardest part of DI is to collect all ID cards, hahaha, you will need guide for it, and a lot of time. :D
Also, another tip: vendor change their offering after each level up, so check every vendor for orange weapon. I usually find orange weapon like this easy with new character. Again, money is no issue in DI, use trick. :)
