Main problem is that the console will say scanning then eventually say that the ship type can't be repaired. It gives no "scan" of a ship or requirements for resources to fix. It doesn't even say that there is a ship it's found. Not sure what I'm missing.
If you did the template after it was damaged it may not be repairable because there is no damage. It's in the state it was in when the template was made so it thinks it's fine.
As for resources, they changed it in 8 so that ingots of all types are now required to repair. No freebies any more.
for a t2 repair bay - when you are fixed back, be sure to save a "Repair Blueprint" from the ship control panel, its completely different from the bp saves you normally do for crafting/spawning or workshop bp's - this will get rid of the "Ship type may not be repaired" and allow you to actually replace missing blocks guns etc if needed
edit: a big thing ive found is, you have to wait for it to 'scan' again anytime you do anything like change a check mark or add matterials
