Very, very, slow speeds....
Even if you have lightning fast speeds from your internet provider you are still limited by the games built in limitation.
It is very slow. Like single digit megabyte speeds, and can frequently drop to less than a megabyte per second (devs have never shared the actual spec).
That limitation is split between everyone trying to join as well, so the more people the slower it will be.
Popular servers running a heavily customized scenario for example can take 45+ minutes on fist join easily, and even longer with multiple people trying at once.
It really just depends on how much data needs to sync and how many people.
You might get lucky and it may go fast, or you may be waiting an hour.
Devs can't even look into your issue without at least having log files (which may or may not have anything useful in them anyways).
