This part get's stuck if you already visited and explored the science lab. Even after just skipping it, Mr. Pendrell won't offer the fourth part, as he is stuck in the third part. Restarting game won't help.

You might have to reset the quest triggers with GM commands.

Did that now. Also after talking to the old ones, it doesn't trigger that I did that. And then when activating it manually, and the drones shapp appear, they don't.

Then after activating that manually and I shall talk to the elders again, that also won't trigger.

Oh and then I can't talk to Dr. Pendel, because he is still stuck in part three and no resetting or command line stuff changed that.

In Part 5 then, 'arresting' a Polaris person reduces the reputation.
And then talking to Mr. Rent does not trigger the pda response.

I don't know man. I've never bothered trying to do the tutorial or missions. From what I've seen, such as your experience, it is very poorly implemented.
