It could mean some amazing modifiers but it could also mean people might make things that abuse the gameplay in some way. For example a mod that makes the pistol shoot full auto and use common item for ammo.
They also have to figure out the technicals of it. Would mods apply only to servers they are hosted on or are they to the core game itself so it applies in single player and multiplayer (like putting your own models, but only you and others who have done the same can see them). It could also be Arena FPS style and be "modifiers" that you can simply attach to gameplay, submitted by players and approved my devs or mods.
Overall the implementation of mods shouldn't complicate things very much. Granted the game is sitll in Alpha Early Access so allowing mods at this point would be a little premature but it would be nice to open it up so modders can start getting a feel for development and also, in turn. The mods could provide another source of inspiration for the Eleon Devs.
