Multi Tool reloading

I have my Multi Tool in my inventory as well as the required Multi charge, but when I press the "R" button, to reload, nothing happens...how do I reload the Multi Tool?...apreciate any help

Assuming you are in vanilla, most likely reason is wrong ammo type! Tier 1 multi tool uses basic energy cell ammo, rather than multitool ammo.

They changed it so you don't have to get Promethium so early.
