It is the whole point of Funcom as publisher.
All I see is that OP is making a thread for which he didn't even provide an answer after 77 comments. Another bubble in the wind, and you all fall for it. Shame on you.
The OP has provided a link. The first sentence in the link includes "... while Funcom contributes with funding and publishing services." The second paragraph ends: "Now, with Funcom taking the reins on publishing, ..."
Does that mean Funcom has been the publisher of the entire franchise since the beginning? No, but it sure presents itself as having a significant part of ongoing publishing. The link is from pr.funcom.com, which seems to be Funcom's site.
While it doesn't cover every possible definition and function of the word "publisher" to the finest grain of possible meaning to a degree of absolute metaphysical certitude, coming from Funcom themselves it might just possibly constitute just a tiny shred of evidence that Funcom is providing funding and publishing, not only marketing, for the franchise.
That isn't to say Funcom providing funding and publishing ... or even producing to whatever extent each may be happening ... is a good thing or a bad thing, but unless Funcom's official press release is in error, Funcom is now involved with publishing EGS. It may not be doing absolutely everything that comes under publishing, but those who continue to insist that Funcom is "only marketing" seem to be ignoring the press release, which uses words that seem very very difficult to interpret as nothing more than marketing.

I recently started watching a new streamer. They played a lot of Conan Exiles before, so Funcom offered them a free copy of Empyrion to stream as well. So it seems Funcom are actually doing things.
You are right with your analysis, but we need to take this press release with a salty grain nonetheless. It's purpose is more advertising than information I think.
What I'm worried about is the part where they say "...Besides a new unannounced Empyrion title..." This could be rightly or falsely interpreted as the end of this game. Is the DLC the kiss of death?
I had also a laugh when they said:
"Eric Lucas, one of Eleon Game Studios’ founders, mentioned, “In my opinion, Empyrion - Galactic Survival has not yet reached its full potential. With Funcom's deep expertise in survival and space games, they are the perfect partner (...)"
Well, perfect partner maybe, but Funcom deep experts in space games? Swiss wines must be heavy these days...
Not surprised to be honest, GG to this game, I highly suggest you turn off updates for this game so you don't get chinese spyware on your computer.

what doesn't Tencent either own or have a huge stake in... they raid all the cookie jars. lol
Is it forcing an install of the funcom launcher on those who don't already have it?
Edit: Doesn't look like it. Just starting up EGS doesn't start the funcom launcher.
The fan base is small and I loved the base game despite all the bugs and issues but the DLC is locked behind a scenario. Funcom seems like a desperate attempt to stay a float. Tiny team and when 1.0 hit they lost at least 1-2 people is my guess on top of the recent loss.
Like I said I love the base game but I can't see investing in this game as good when they can't even deliver a DLC in normal format where it just adds to the game. First time I have seen a DLC locked behind a scenario, not saying it doesn't happen but it really feels like they lack the talent to do anything real with the game at this point.
Market the hell out of it, let Eleon take all the blame for the DLC / 1,11 update fiasco that will further tank any future sales. Then Tencent comes in buys the IP for pennies on the dollar and then Tencent hands it off to one of their studios and they develop EGS 2 "which all new and improved mechanics" which will really just mean they actually wrote the code from scratch so it actually works as intended. Still WAY cheaper for them to do it that way than develop their own IP and similar but different enough to not be a copy game mechanics.
I just disagree in 1 point: "with all new and improved mechanics" would probably be more like "with all new last gen graphics" for 30 eur at base (plus all future dlc's) and for a much worse game than OG.
