The smaller of the two tanks for BAs and CVs requires a BA/CV small constructor to build. The larger one takes at least a large constructor.

You are trying to place blocks designed for an HV/SV on a Base. They are not the same block, and most definitely not the same size.

If you have the time Spanj has started a beginners building tutorial. He is very good and show a lot of tips and tricks as well.

So far he has 2 videos on building. He also has a series of Chillin & Biluding you might enjoy.

I would like to add that the factory (F2) has some small and simple pre-made bases. You toss in the materials and it will build a functioning base for you after a short amount of time. When it is done, just spawn the base in. I found this was very useful when learning how to build my own. Having a working example I could pull apart cleared up a lot of questions. As a bonus, you have a nice little base to live in as you get grips on how things work in general.

One thing I do which I think is pretty neat, is create a creative game, design and build my base there, and save the blueprint. You can then hop in your survival game and have the factory build it for you, so long as you provide the required materials.
