Not sure about selling vehicles. Probably better to tear it down yourself with a deconstructor. I don't remember them buying ships, but might be wrong.
From what I saw of it, you can buy various ship parts from them, or you can buy a salvage licence to salvage one of the ships that are docked there. It was interesting, but I did not see it of particular use to me. What I needed was the high level parts and I don;t think any of the ships there had what I wanted.
As a side note, you will probably get a pirate attack while you are there.

To salvage a ship, you need to buy a license from the office in the scrapyard. With the license in your possession, go to your chosen ship and hit the switch on the lockout core. It will consume the license and destroy the core, without getting them upset. You can then attach your own core and get salvaging.
