Check the keybinding options to find all the keys.

for my pgup pgdown keys the key bindings say raise bp and insert and delete keys say rotate on axis but i cant for the life of me figure out how to make a thruster face up or down rather than left or right

Since this post was once done, the keybindings have gotten some refitting.
I suggest everyone to go into options / controlls, and change the settings like they are best for you.

it takes some getting used to so you get the place block to face the right way i wish it was a little bit easier

I have a similar problem, I can see the colored lines but the block doesn't rotate.

Insrt, Entf = Set Rotationaxis
Pos1 , End = Rotate Block
Pic Up, Pic Down = Move Block up or Down.

Invalid answer, these keys people have suggested don't rotate blocks, they move them left or right of the cursor. I'm trying to place the base starter but it just won't let me rotate it during placement. All the keys do is move the block left or right, up or down, offset it from the cursor.

These are old posts from long ago Vas. Here are things to try so you get the hang of it -> when you have a blueprint you want to rotate, switch to 3rd person view (V key) and then press Alt, all three modes give you different views.
For rotating blocks (which is what it sounds like you are trying to do), take your hovercraft engine or whatever and hold the engine block where you want it, and before placing it, press the Home key. It will rotate 'around' the vertical axis (if it is facing up already, you won't see much!). Press Insert key and notice that you change to a new axis and now pressing home or end rotates a new direction. Press insert repeatedly and home/end until you wrap your head around it. Trust me, the build system works, and works very well, I've built hundreds and hundreds of gizmos in this excellent
game.

I see whats going on, you can rotate, but you can't rotate it 360 degrees. Its locked to a grid, a global grid. Bases aren't allowed to let you set the first block to any angle at any rotation. Rotation is in 90 degrees only.
