You can do it on a mechanical drive to, its just slower and Empyrion will not like that much, you might get stuttering even at 60 fps, I would buy more RAM if possible.
Page file is just virtual ram, where the hard disc is used as RAM, it is slower than a stick of RAM, for modern games, only use it to get you to your next pay cheque for a proper stick of RAM !
32 bit systems have maximum addressable memory limit of roughly 4GB (closer to 3.4 GB realistically).
Also, like piddlefoot said, Page File and RAM are 2 different things. By default Windows will manage its own pagefile, it'll go above 4GB if need be on its own without you poking at it. As far as memory, you have to buy more if you don't have it. There is no setting to teleport a RAM chip into your machine from newegg.
The game has a 64bit client, which is a little unusual atm but is the way everything will go!

It looks like you are confusing RAM with Hard-drive space. Empyrion requires 2GB of Hard drive space to install(download) and 4GB of RAM to run the game without crashing due to lack of memory.
To answer the title question: Empyrion is made in Unity meaning unlike Minecraft it will allocate RAM automatically.
If your game is lagging on higher graphic settings then it is likely that your desktop's/Laptop's CPU or graphics card isn't powerful enough to run the game at that level of detail without lag.
Optimizing is when a game is made more efficient.
Example:
If a tree is coded to move in the wind then your computer needs to use some of its power to make the tree look like its moving, but if you are not looking at the tree why keep using your're computer's power to keep it moving when it could be used for other things.
Hearthstone only requires 2GB of RAM to run and portal only requires 512MB(0.5GB).
All the games you listed are either older games meaning they can be run on less-powerful modern computers or are simply less demanding on your computer. (Hearthstone uses 2D graphics which require less power and memory to display)
All the games you just named have lower system requirements than Empyrion and are fairly old.
