how do you get communication equipment?

Traders. Some traders sometimes have it. How much and where might vary, just take note when you see unusual stuff so you can find it later. And it's probably not on a starting planet.

I guarantee you that is a bug. I had one of my own blueprints tell me I needed Posters to complete it on an MP server I was playing on. After several restarts it went away. I can assure you there were no posters in my build.
Spawn this Base in Creative and see if it actually needs this Communications Equipment.

Remove and re-add the blueprint to the factory and it should refresh the resource list. It happens sometimes and no one knows why.

Well if it's a reforged eden 2 base it could contain an advanced teleporter. Those currently DO require 8 communications equipment but the base would probably not let you build/spawn it in vanilla.
