You have to just hunt for them and see what you find. They can be easy to miss sometimes.
If you are still early game it can help to send your drone (F5) up into the air a little to see them easier and further.
Those surface resource rocks are not the same thing as deposits.
Deposits are what show on your map.
Look closely in the pictures they showed you above.
The top right is the radar, and just to the very left of that it shows you the current biome they are in, Cold Plains.
So you know you have a chance of finding them in that biome at least.
Now explore the planet until you see the Cold Plains biome listed next to your radar.
IIRC there is also a Tundra biome on Akua that they can also spawn in.
Don't forget that your portable constructor can also make the basic ingots with crushed stones. (but cobalt ingots are not one of them IIRC).
