I don't know why this command seems to change so much or has so much inconsistent information online. I have several blueprints from the workshop and need to figure out why so many of them are orange.

The are all:
-multi word names (so just entering the name doesn't work)
-Workshop BPs (so they aren't in my blueprint folder)

I have also tried spawning one with sbp and renaming it, and that didn't work either.

I guess what I need to know is if/where the WORKSHOP blueprints are stored, which I guess no one on earth has ever asked before, since every example I can find of people confused by prefabinfo (there are lots) only ever mentions the local blueprint directory.

Orange is the new color since Eleon has introduced the "You must all unlock in the Tech tree first before spawning a blueprint". You can disable that in the difficulty options.
Red is the color for saying there are 'forbidden' blocks in your blueprint (but that's not new.)

Workshop blueprints are stored in:
C:\Program Files (x86)\Steam\steamapps\workshop\content\383120
The last number is the ID of the Steam game.

The prefabinfo command will only work with CUSTOM blueprints, not workshop ones.

Orange seems to also be for builds that exceed block limits or contain illegal blocks.

Or maybe not, I don't know. Maybe something was wrong with my game, because I did a file validation and most of the blueprints that were Orange are now white, so I have no idea what's going on anymore.
That said, I still have a few actual RED blueprints I need to figure out, so I still need to figure out where the path is for a workshop BP, since the names alone are not working (even with commas around the name, and first letter capitalized, etc)

Resave the blueprint in a one-word expression (*). Then use the prefab command to identify forbidden blocks if your saved bp is still red. The command is:

prefabinfo 'bp name' -full

replaceblocks [ID] [blockname] empty

It should now show only in white.

Okay, that worked, thanks. Someone really needs to update the wiki page for this command with all this extra info that isn't there.
You can also use it with multi word blueprints like so:
pi 'Blueprint Name'
But again, only on personal blueprints, not workshop ones.

So, IS there a place where blueprints are even stored when acquired from the workshop, or is the only way to resolve these kinds of problems to do something like spawning and renaming like Japp_02's example?

The answer to your repeated question has already been given - workshop blueprints are stored in the steamapps folder under Workshop. The above path is the default - yours may differ if you changed the default. Mine is on a dedicated gaming drive - IE E:\SteamLibrary\Steamapps\workshop\content\383120\..... then followed by further folders all named by numbers. These are the steam ids of the workshop content, for example 2550354956 is the id for Reforged Eden.

As already stated - PI or PrefabInfo CAN ONLY BE USED ON CUSTOM BLUEPRINTS and not on workshop blueprints. If you must use them, sbp in the command console allows you to spawn any blueprint regardless of status, alt-o will then allow you to save them with a custom name which would then allow you to use the prefabinfo command as stated.
Multi word bps
--> pi "my blue print" <--

Uploaded BP:
--> pi "my blue print__workshopID" <--

I usualy spawn it in creative, save as "a" and run:
--> pi a <--

EDIT:
For downloaded BP's you'd need to do the 3rd option. (its easier than to find the proper BP-ID)

You need to use single quotes 'like this'
